Who We Are
Anvikshiki Research is an independent, non-partisan public policy research initiative. The name Anvikshiki originates from the classical Indian philosophical tradition of systematic inquiry, reasoned critical examination, and scientific investigation of governance and human affairs.
We are not a political organisation, consulting agency, NGO brochure, or university department. We operate as an institutional research platform dedicated to examining how public policies evolve, why institutions change, and how public programmes are actually delivered on the ground in India.
Why Anvikshiki Exists
India does not lack policy research. The persistent challenge is the distance between knowledge, institutional capacity and implementation.
Substantial scholarship and policy documentation exist across think tanks, ministries, and academic faculties. Yet, public policy is still overwhelmingly debated through superficial lenses: scheme names, political announcements, manifestos, and moralistic critiques.
What is missing is sustained inquiry into the institutional machinery: the civil service cadres, inter-governmental fund flows, street-level compliance burdens, and the loss of institutional memory when policies are discontinued, renamed, or restructured. Anvikshiki exists to fill this gap.

“Research before conclusion.”
We do not begin with preconceived political or ideological outcomes. Our analysis begins with empirical records, statutory mandates, budgetary allocations, and ground-level documentation.
“Evidence before assertion.”
Claims regarding policy success or failure must be grounded in triangulated data: audit reports, consumption expenditure surveys, district administrative metrics, and verifiable field realities.
“Implementation before abstraction.”
Policy elegance on paper is meaningless without viable delivery architecture. We study the street-level friction, bureaucratic bandwidth, and cadre capacities that determine whether citizens actually benefit.
